Yes, it should be connected to the black lead.  However, it'll work the 
other way... and you may have something else going on, like for instance
if 
the plug end of the cord is wired backwards, the white wire may be your 
'hot' wire anyways.  Under 'normal' operating conditions the white and
black 
wires basically act the same, but if you put the fuse on the white line
and 
something goes awry with your a/c in the house or the cabinet, you'll
cancel 
out the effect of your ground plug in the line, making it kind of
dangerous. 
Also if you put a fuse on the white line, when the fuse blows there will 
still be live power in the cabinet, if you accidentally ground yourself 
while touching an a/c line.  That's assuming the plug is wired correctly,
if 
it's backwards you're already wired up the right way.  Also if your fuse
is 
on the white line, the power switch will probably be wired that way too
when 
you put it back in since it's usually wired off the fuse, and when you
turn 
the power off on the cabinet, you'll actually still have live a/c all the 
way through the cabinet if you play around with anything in there you
might 
see some action, lol.
