I'll go with your numbering to keep a constant.

I agree with your fugitive ink observation, it happens also somewhat
on the later president Svoboda issue, red I think.
I always had the thought they may be "wet" printings
which ends in a slightly fuzzy definition.
It may be just very absorbent paper.

The Czechs throw up some strange results sometimes,
