U.S. Special Delivery vs. Airmail Question

Another goofy sort of situation is between Special Delivery stamps and
Airmail stamps.

Although USPS allows airmail stamps to still be used, didn't they stop
allowing special delivery stamps from being used?

I know we have Priority and all those Global options, but how come
those people with special delivery stamps lose out while airmail is
still in vogue?

It may be a stoopid question, but I've got to shake those Belgian RRs
away for a moment.  (I actually saw a large special delivery auction
lot and plenty of mint stamps in it.)

Of course, some special delivery stamps I wouldn't use for ordinary
mail, but there are some that aren't high CV.
