This stamp was issued in 1898-1901

There was a civil war between 1899 and 1902, with provisional issues
issued at Cartagena

Some of these had control marks (of uncertain design), and this may 
well be a local control mark.

On the otherhand Blair could be right. However, there is a trace
of a more conventional cancel at the lower right.
