UPU Colour Convention 1896

"In 1896 the members of the Universal Postal Union agreed on green, red, 
and blue as the standard colours for inland postcard, inland letter, and 
foreign letter rates, respectively" [from Wikipedia - cannot find an 
original reference on the UPU site].

.... in 1899 Romania reissued 4 stamps apparently to comply with the UPU 
convention, a 5 bani emerald, 10 bani rose-red, 15 bani black and a 25
bani 
blue.

My question:  Was black in the UPU convention, and if so, what rate was it

for ? ... or perhaps alternatively what was 15 bani the Romanian rate for 
in 1899 ?
