Are you sure it's a Revenue do***ent? I've only seen 'em postally
used, and that certainly looks like a postal cancel. Remember that,
back at that time and in that place, people didn't necessarily adhere
to the niceties of envelopes and proper addresses. I have some pretty
dodgy-looking things among the old Indian States that are certainly
postal.
I think your Jhalawar SG 2 is more likely than not postal, and
therefore a nice item. Now you need an SG 1 cover to go with it -
much harder to do!
