I have a problem with catalog listings of NVI stamps that have
undergone a rate change,
When a stamp is issued the catalog makers give it a number and list
all the pertinent facts including 'face value'.
When the rate is changed the same stamp sells at a higher price and
may have a new year date on it but retains the same caztalog number. I
think a new number should be assigned.
A good example of this is the US B1 Cancer Research stamp. I think
four rate changes.
