Amazon policy on smelly books

Situation: You buy a used book through Amazon and when it arrives you find
that
it smells moldy, like it was in a basement for too long.

True or false: Vendors who sell books through Amazon are not supposed to
sell smelly books under any circumstances.

True or false: It is the responsibility of the vendor to pay for ****pping
the smelly book back.

Assuming the answer to the first question is true, how does one notify
Amazon?

Assuming the answer to the second question is true, how does one actually
get the vendor to pay for ****pping it back when he/she tells you just to
send the book back to get a refund on the original purchase?
