Lets let the owner decide if he is going to replace all the capacitors
or paint the chassis .

I been at this 40 years and have had all sorts of radios from the 30`s
to the 40`s where the small wax capacitors all work fine . Many people
around town who own old radios with original capacitors play them and
they are fine .

Now
In a radio that has been treated like that one ... and you mentioned you
want it like new it would be a good idea to replace those capacitors .
If you sandblast take measures so grit does not get into the controls &
switches .
I have had excellent results just scraping the rust with a dull cold
chisel then some sanding & wire bru****ng , then paint
