Now for Priority mail it appears it isn't the "108-inch rule" , instead it
applies to 
any carton over "one cubic foot".

I don't think the seller is overcharging.  He is simply not offering
cheaper methods 
of ****pment.  The excessive ****pping charges rule only applies to those
sellers 
inflating the ****pping rates beyond reasonable levels.  This seller isn't
doing that.
