Nope, that's what it needs.  Unfortunately, city code mandates that, if 
I put one in, I have to install a manhole so that I can access it. 
That's an extra five grand on top of the excavation.

That'll be financed out of the lottery fund unless I can find a band 
that really wants to be on RFC that does construction work.
