not quite from what I have read from the character summaries Masaru
(Agumons 
partner) is a "bare fistcuffs" style fighter so those straps remind me of 
what are like the Knuckle Wraps Bare knuckle martial artists use.  or 
because they might be power reducers.

I dont really see a tamers rehash though it might have "tamers elements"
but 
there is nothing saying its a rehash especially scince there is digimon 
Tachi/Government cooperation this time (at least in the beginning) while
in 
tamers it was an antagonistic relation****p right from the get go
